This particular fence is made out of cheap pre-fabricated fence boards from Lowe's or Home Depot, screwed onto ferring strips.
First, I wiped oil-based black paint across all of the wood, so that a thin coating was left, and the grain can be seen. In hindsight, using a dark stain would probably be faster and easier. Then, I drybrushed a light gray paint vertically across the boards.
I attached each vertical board about one foot apart from one another, making some slanted and at a lower height than the others. Be sure to leave areas open at different heights for kids of different ages.
Screw these boards onto 8 foot ferring strips, painted the same way as stated above. I used drywall screws since they were cheap, and already painted black. I made seven 8 foot sections of fence to cover my side yard (graveyard) and one section for my toxic waste scene. Finally, decorate the sections of fence with spanish moss, chains, and some barbed wire.

Safety issues - This fence was not constructed to withstand an excessive amount of force. However, the fence panels were surprisingly sturdy, and could handle a person shaking it pretty hard. If a person fell into the fence, it probably wouldn't hold, and could fall over. For more sturdiness, use a piece of wood pounded into the ground at a 45 degree angle screwed into the back of the fence to prevent accidents, especially if the fence will be up for more than one night.
